Ah why worry with that pesky Congress when you can just have your administration change the rules?  That is exactly what President Barack Obama intends to do with rules imposed through the U.S. Department of Justice that would require gun stores on the border if a customer buys more two or more semiautomatic rifles with ammo larger than .22 caliber and with detachable magazines.  So you are suddenly reported to the ATF if you just purchase said rifles, not necessarily doing anything illegal.

This from the same administration who sold thousands of weapons to Mexican drug cartel suppliers in Operation Fast and Furious and then lost track of them.  Classic.
