I believe the Senate should be focused on eliminating unnecessary rules and regulations hampering businesses, as well as looking at ideas to bring jobs to Iowa. Our state has a proud tradition of maintaining a strong manufacturing sector, including many large multinational corporations that export goods to global markets. Many of these manufacturers are anchors in our communities and support countless other businesses that have sprung as a result of their presence. Most manufacturers also have large supply chains that make their components and they have strong economic reasons to bring these supply chains closer to their Iowa facilities.

Unfortunately, Iowa’s corporate income tax structure discourages these supply chain manufacturers from locating here. I support making our tax structure more competitive to encourage these supply chain manufacturers to locate in Iowa.

Senate Study Bill 3108 establishes a program in the Economic Development Authority with the intent of luring supply chain manufacturers to our state. The bill establishes a supply chain certification process and allows certified companies to adjust their net income to effectually limit their state corporate income tax liability. This will help ensure those certified supply chain manufacturers, already located in our state, remain here and help encourage manufacturers outside Iowa to relocate here.

I am focused on putting Iowans back to work. As we continue to look at ways to encourage job growth throughout Iowa, it is critical we hear from you. My focus is clear and my mission is improving the job creation environment.
