(Urbandale, IA) Congressman David Young (R-Iowa) released his second campaign TV ad in Iowa’s 3rd Congressional District race on Monday morning. It highlights his stand to withhold a paycheck until Congress does the job required by law and passes a budget.

Young twice co-sponsored legislative initiatives more commonly known as “no budget, no pay”.  The bills simply state that if Congress does not pass a budget by April 15th — as it is legally required to do each year — then members of Congress should not receive their paycheck until a budget is passed.

His bills language stated, “If by April 15, 2016, a House of Congress has not agreed to a concurrent resolution on the budget for fiscal year 2017 pursuant to section 301 of the Congressional Budget Act of 1974 … the payroll administrator of that House of Congress shall deposit in an escrow account all payments otherwise required to be made during such period for the compensation of Members of Congress who serve in that House of Congress, and shall release such payments to such members only upon the expiration of such period.”

Young has also had his own pay withheld since April 16, 2016 which was the day after Congress was legally required to pass a budget, but failed to do so. He is the only member of Congress to take that step and has pledged to keep having his pay withheld until a budget is passed.

David officially requested the Clerk of the U.S. House of Representatives to withhold his paycheck as stipulated by the proposed law (H.R. 4814) – but the House denied his request. Therefore, he worked with a third party Iowa law firm to withhold his pay, using the same stipulations as outlined in the no budget, no pay bill David co-sponsored.
